Since my dad it is his first time here in US, is a there a fee to pay at Manila airport once he checked in there?

If I think what you are asking.. I believe the fees are already adjusted into the airline ticket pricing.

There's a fee they said to pay before they will check you in... the Travel tax which is 1620 pesos...

Who said this? Look on the airline receipt and it should show all the fees associated with that ticket, it should be one of the fees on the ticket.

With budget airlines they don't include the 1620 travel tax. So check your dad's ticket.

Check the ticket. Should have been included. The fee that is included is just for Manila. If he is flying out of another city to manila and then onward to USA then he must pay the local tax at the first airport as the fee for Manila NIAI is included in the ticket price. Please look things over carefully so that you don't pay it twice.

Terminal fee for NAIA is included with the airfare, has been for a few years now.. for all airfare.

Travel tax is rarely included with the airfare, you can check your receipt from paying and look for an entry regarding the Travel Tax, but most times if the airfare is purchased online or outside the Philippines it will not be included.  The travel tax is P1620, this you pay at the booth at the front of the terminal before checking in with the airlines.

I believe Davao may be the last airport to take the fee separately.  I know I paid it there last year.  I have never had a separate fee collected in Manila as it was included.

Looks like it's included with the airfare. You "rarely" get this wrong. :P
