How to look at poverty guideline?

I spoke to two immigration lawyers and I was told two different things regards to one topic.

I am confused! The poverty guideline!! do I need to add $5,225.00 to what's required? 

For example, if the household is 2, is it $20,300.00 + $5,225 which brings upto $25,525 or is it just $20,300 straight?

if you look at the chart, it only has up to a household size of 8

 

the 5k plus are after a household of 8. if you had a household of 9, then you would add the 5 thousand to the last amount posted on the form
