Your passport is being delivered to post?

Fiance had interview on Wednesday the 23rd received a 221g he needed his original  birth certificate. Same day he took care of that and followed instructions to drop of BC and passport. They received his documents the next day. I checked the status on CGIF it says Your passport is being delivered to post. at  CEAC website it says Administrative Processing still... Not sure what  your passport is being delivered to post means when its still in admin processing.. He's supposed to pick up his visa at the postal location.
