Not sure if this is the right area, but my wife, who we got married under the k1 process, has her green card and it expires next year. Does she get a new US passport after we file for whatever it is 90 days before her green card expires?

When she does ROC (removal of conditions) on the 2 year green card (about 90 days before expiration), it doesn't make her a citizen.  It gives her a 10 year greencard.  She can apply for citizenship after having a green card for 3 years, so 1 year after she gets her 10 year greencard.  She will get a US passport when she becomes a citizen.

If she's is on her 2 year card she needs to file for her removal of conditions this will get here a 10 year card. Then after you are married for 3 years she can apply for citizenship and then she can get a us passport. Please take a look at the guides at the top of the page for Removal of conditions. She can apply 90 days before the expire date of her 2 year green card.

U.S. passports are for U.S. citizens.

The filing you're referring to 90 days before her conditional green card expires is I-751. That's to remove the conditions on her conditional green card, so she can be issued a new, 10-year green card in its place. If she then wants to file for naturalization, she can do so as early as the following year based on her marriage to you. But she can't apply for naturalization until she's first applied to remove conditions.

Thanks for the replies all. I'm just thinking ahead regarding travel. My wife is from Ukraine and there are only a few countries she can go to without a visa. Ukraine has some new more liberal rules regarding travel, but I haven't looked into how they affect her. I was just hoping the next step would give her a passport so she could travel freely but it just the 10 year green card. Will have to do more research.

Not a few countries -  all EU states, if you travel for short stays up to 90 days (except for Ireland & UK).  Of course she needs to have a biometric (chipped)  passport for that, and if she doesn't have one - it could easily be done through Ukrainian Embassy in the US.

Plus Canada, Mexico if you are a green card holder. For Canada she will just need to apply for ETA, on-line, takes 5 minutes and costs $7, if you travel via Airlines.

Israel - visa free for Ukrainians.

Yes, that's the new liberal rules I was referring to. Didn't think of the embassy though. Thanks for that.
