If you are filing for your spouse you should be ok as it's your spouse and not a visitor. 

I am filing for my fiance... Yeah I noticed it saying restriction but im still uneasy about it :( hopefully it will not affect us

Are fiancé Visa from Cambodia now restricted or delayed? My fiancé is Cambodian and our son has USA citizenship already.

 

 I miss them both terribly, I cannot take any delay

Previous similar actions have only affected visas issue to diplomatic personnel, so it's unlikely to impact normal people.

"While the US has regularly kept a list of countries considered recalcitrant, only two countries have previously received sanctions under the law: Guyana, in 2001, and The Gambia, in 2016. In both cases, US visas were restricted for certain government and diplomatic employees"

Yeah, this isn't anything new really. It's restrictions on certain types of visas because they refused to take some of their own citizens back in past.
