Good day to everyone. I have a question. We petition my daughter under IR2. Her interview date is this coming Sept 2017 and Her birthday this October 2017 and she will be 21 yrs old. She is still studying in the Philippines. My question is if able she can get her visa after her interview this Sept., it is required or a must or what is called? for her to enter here in the US before she can reached her 21 y/o? because she still have some errance in the philippines and it takes maybe 3 or 4 months. I ask this because maybe we can save some money for her ticket coming back and forth here in the US in a few months instead of one way.

Immediate relative visa types include: IR-1: Spouse of a U.S. Citizen - Learn More.IR-2: Unmarried Child Under 21 Years of Age of a U.S. Citizen.

Get her into the USA and possessing her green card... then she can go back to complete her studies.. just don't be gone over  6 months.

Thank you Hank. Now you made me worry about me being questioned instead of my children. I hope it is noting serious because all these things are stressing me out right now and I can barely sleep. I have been fervently praying for this day and hopefully everything turns out well. :(

@Hank I am getting confused because when I was reading the documents required from the link you posted it says that I would need a CENOMAR but from this site it says that I would need it for K1, F2A Spouse and CR1/IR1 petition but my kids' petition is IR-2 so I am presuming I will not need it?!?! 

I am getting worried because I did not apply for one and the kids' interview is on Friday. What shall I do? Help please.

The CENOMAR is age related.   The embassy states for those 18 y.o and older .

CERTIFICATE OF NO MARRIAGE (if applicable). Applicants who are single and have never been married (18 years and older) are required to obtain a CENOMAR from the Philippine Statistics Authority (PSA).

I was basing it on the link you provided me and from that link it states:

Please bring all the required documents listed below to your visa interview to facilitate same-day approval. Note that you risk SIGNIFICANT DELAYS by failing to bring all documentary requirements to your interview.

It is strongly recommended that you RESCHEDULE your visa interview date if you are unable to bring all the required documentation below. You may do so by clicking this link http://www.ustraveldocs.com/ph or calling the Embassy’s Visa Information and Appointment Service Center at (+632) 548-8223 or (+632) 792-8988.

 PASSPORT. Must be valid for at least six (6 months). You may visit (http://www.passport.com.ph) for detailed passport information.

 PHOTOS. Bring at least three (3) recent colored photographs. Visit this link http://travel.state.gov/content/visas/english/general/photos.html for the photo specifications.

 IMMIGRANT VISA ELECTRONIC APPLICATION: Complete the Form DS-260 or DS-160 available at https://ceac.state.gov/ceac , print the confirmation page containing the barcode information, and bring it on your scheduled visa interview appointment.

 POLICE REPORT. Applicants aged 16 years and older must have a valid Philippine police (NBI) clearance from the National Bureau of Investigation (NBI). For immigration purposes, an NBI clearance is valid for one year from the date of issuance.

Police clearances should be in the applicant’s current name, birth certificate name, maiden name, married name, and any aliases or nicknames ever used, including different spellings of all names that may have appeared on other civil documents (e.g., birth certificate, marriage certificate, etc.), even if these names or spellings have never been routinely used.  BIRTH CERTIFICATE / MARRIAGE CERTIFICATE (if applicable). Must be issued on security paper by the Philippine Statistics Authority (PSA), formerly NSO (NOT from the Local Civil Registry Office). You may call the PSA Information Center at (02) 737-1111 or visit their website http://www.census.gov.phfor further information.

 CERTIFICATE OF NO MARRIAGE (if applicable). Applicants who are single and have never been married (18 years and older) are required to obtain a CENOMAR from the Philippine Statistics Authority (PSA). The request for a CENOMAR is a standard measure adopted in Manila to ensure that a visa applicant does not have any concealed, unterminated prior marriage to anyone, which would eliminate his / her claim to the single status of the visa category sought. To request a CENOMAR be directly submitted to the US Embassy (recommended), you may do so here: https://www.ecensus.com.ph/Secure/Terms.aspx

A CENOMAR is also required for a petitioner who was born in the Philippines and lived in the country for at least one (1) year upon reaching the age of 18.

 

I double checked with the pre-interview checklist that I downloaded and it does say that a CENOMAR is needed for K1, F2A, CR1/IR1 types of visa, maybe applicable for IR2, if I was applying for IR-1 visa, but I am not. Am I understanding it correctly?

I called the US embassy manila visa information and appointment service center and I have been getting different information. One agent said there was no  need for the CENOMAR but another one said I would need it since I was born in MNL and was here for a year before my 18th birthday regardless if it was an IR-2 type of visa and I do  not know which one is the correct information. I am getting frustrated right now. I am praying that the C.O. will not ask for it, and I am trying to figure out a way on how to obtain it in 1 -2 days..so if anyone knows how kindly let me know. Thank you.

That is a call center .. sadly not always the best information.

 

The link I gave you is the the official website and checklist for the embassy, and it clearly states UNDER 18 years old do NOT need the CENOMAR.  Both your children are minors, thus not needed.

 

Don't stress .. CO will not ask for a CENOMAR from your children.

@Hank So this particular statement does not apply to me being their petitioner? I was born in the Philippines and lived in MNL for at least a year before I reached the age of 18. That statement is the one that scares me right now, and I do not know if I should run to the nearest PSA center to apply for CENOMAR though I know it will not be released in a day or two, and my kids are scheduled for interview on Friday. I do not know what to do right now. I am afraid that if I do not have it by Friday it will delay their visa, and I need to go back to the States by the 18th because of my MD appointment, I was hoping and praying that I will be able to take them with me when I fly back but now I feel worried. :(
