CBRA for kid , mohter foreign citizen, US citizen father need to attend the interview?

They highly recommend that both you & your wife apply for your daughter's CRBA in person. If you are not there with your wife at the interview, they require that you provide a notarized copy of your passport and also you need to provide a notarized copy of the Parental Consent Form DS-3053. So it's not necessary that you are there but it definitely would provide supporting evidence if you were there. The Embassy might require that you and your wife provide a DNA sample if there is insufficient evidence. Don't send your original passport.
