I think the next time he gives a speech on anything, there should be an automated crawler at the bottom of the TV screen along the lines of:

He made many campaign promises he hasn't followed through on (at least not yet, but he doesn't like to lay out his plans either), or retracted/changed his stance on completely afterwards.

 

Every politician (Trump is a politician now whether he'd like to admit it or not) makes campaign promises they cannot or do not intend to keep.  Promises are all about getting the votes.

 

Or are you saying that we should only half-believe Trump at his word, then?  How would we know which half to believe?

Trump should start winking when ever he is telling a porky. Of course, that probably means he might not ever stop winking.
