Life goes on.

It turns out my girl has a criminal conviction in 2012: 6 years probation. No jail time'

I-601 is required.

If waiver is possible, I plan to marry in Ukraine and file an I-130.

Is the process is I-130, DS-160, interview, refusal, waiver application?

I have already talked to a couple of immigration attorneys. I-601 appears to not be common.

Does anybody know of a firm that does a lot of these?

Why??  Why not just file the I-601 and get it started?

Contact Lizz Cannon.  She did ours.  She's very experienced in waivers.

You may want to read this thread. It's quite a story:

Every single visa/waiver story is different.  I did not spend anywhere near $17,000 for our waiver process, in fact much less.  We were a K1 visa.  Our waiver was approved and my then fiance received his visa and has been here over one year now.

Review my timeline.

OP - don't let yourself get discouraged with horror stories from others.  Contact Lizz Cannon  617-806-6450     http://www.lizzcannonlaw.com/

She gives free consults and will tell you your best option.  Many lawyers will take your money and not know a thing about waivers.  She specializes in them.  To her they are not uncommon at all.
