k2 illigitmate child philippines consulate interview

Timeline

my fiancé k1 and her sons k2 has made it to the consulate awaiting interview. she has went to DSDW and they will not give her any travel approval because they say.. since the child is illegitimate she does not need it, she has 100% custody. but now one of her friends is telling us that we will need approval from the birth father, ive been told by one other that this is not true. I wish we could get the fathers approval but we only get threats .... the father pays no child support etc in fact has said he is not responsible and she cant force him to do anything because they have not been married. ive read on the DSWD site that all she needs is a copy of the cenamar  that proves she hasn't been married and the child can travel or leve country legally.  does the consulate follow the countries ruling or will it require a letter from the father.....
