Changes of Address and Removal of Conditions

Ok, 

 

So I'm in the removal of conditions process right now.  Just moved to Maryland from California as my wife has graduated from her Masters Degree and is seeking full time employment, and filed an AR-11 online right after we moved here (on July 26th, 2017).  I *thought* this is all I had to do, but see in the filers thread for my month (March 2017) that the sponsor also needs to file if they move house.  So my wife is my sponsor *BUT* she was a student when she filed so didn't meet the income threshold, so my Brother in Law filed and affidavit of Support when we originally filed back in 2015 for the original greencard.  He has since moved house, (possibly around a year ago).  My wife has also moved with me to Maryland. 

 

Question: 

 

a) does my wife need to fill out the I-685?

b) does my brother in also also need to fill out the I-685?

c) do they *BOTH* have to fill out the I-685? 

 

Are there any penalties for my brother in law not filing his if it was required already? Or my wife not filing yet? 

 

I've tried calling USCIS, but we all know its impossible to actually get hold of a human being there.

ALSO, 

 

My wife + I are in Maryland, my brother in Law is in Washington State. Does that mean they both file sepeartely to different service centers? 

 

I originally filed CSC, but I understand that I now file in Vermont, what about brother in law? Can it go in same envelope? or does it need to be sent to CSC?

Yes

Yes

Yes. And it's I-865 IIRC.

 

Are there any penalties for my brother in law not filing his if it was required already? Or my wife not filing yet? 

Probably not but file ASAP.

 

I've tried calling USCIS, but we all know its impossible to actually get hold of a human being there. 

Also to note that if you have a pending case, the AR-11 is not enough and you need to file a change of address for the petition. Ridiculous, I know.

Instructions indicate that each sponsor files with whatever center has jurisdiction over their state, regardless of any case filings.

Where/how do I do that? Honestly the USCIS website is all over the place with info and contradictory, and their contact center is 100% useless.

IIRC, you need to call them to do that. And then call again the next day to make sure it went through.

It didn't work for my AOS, so for ROC I went to an InfoPass just for the address.
