All she can do is try.  My wife attempted two visitor visa applications before we were engaged to try to get a chance to come to the US meet my family and decide if she could adjust adequately.  Both times she was denied and after the second we had decided our relationship had progressed to the point of wanting to get married, so on my second trip to Krasnoyarsk we got engaged and took the K1 route.  Her family was very supportive and even though her mother did not want to see her daughter move to the other side of the world, she accepted it. Both of our families accept our relationship/marriage and she gets back to Russia twice a year to visit her mother, her adult son, and the rest of her family.  I usually come over on the second trip as I always tell her I am not ready to visit Siberia in the Winter. :D

 

The one drawback of not getting a tourist visa is she was not able to meet either my father or mother before they passed in person.  But thanks to modern technology, she was at least able to Skype with them on a few occasions.

 

Again, Good Luck!  I would say have her try for the visitor visa, they can only say no, and as long as she does not mis-represent herself at that interview, the decision should have no bearing on any future K1 application if it goes that route.

My friend in Brazil was denied even with strong ties

job as a teacher

husand and 2 children staying in Brazil/ she was coming to get copy of sons birth certificate from lousiana

they also owned their own apartment

and letter of invitation in Brazil    NO

family here sent her one

I wonder why the prevailing advice around here is NOT to do that.

2 questions come to mind, why was it in Louisiana and what is wrong with the Mail.

Her ties to the US were too strong. Also, teachers come to the US to work legally during their summer vacations. Super common. 

 

As to OP. College students can qualify. Depends where and what they're studying and what their family's economic situation is like. If her parents have visas and she's studying medicine at a private university, 100% issue.
