You may need to get a congressperson involved to help you. If your wife has visa already and is ready to enter the US, then certainly they can understand that baby cannot be left behind if both parents are going to be in the US.

Of course you need to submit I-130 first before an expedite can occur.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I know but they are not giving me an answer. I am gonna contact congressman.

They cannot give you an instant answer.  They have to send your request to USCIS regional office in New Delhi for their decision.  It doesn't happen on-the-spot.

One thing i do not understand, OP is a NATURALIZED US Citizen - which usually came from 2 pathways, filing after 5 years  being LPR, or 3 years (if married to a USC), and OP doesnt seem to be married to USC. 

If my assumption is correct, he has spent 5 years in the USA before being a USC, and from INA act, it seemed like his child would also be a USC automatically (unless of course i understood the act incorrectly )

Or could it be because he was naturalized AFTER the child was born? (so the act doesnt apply to the already born child).

Yes, he was born after I became a citizen.
