am planning to file n-400 for naturalization. Just have one question, I have an agreement with IRS to pay off tax of 2016. In the form, there are two questions related to tax:

do you owe any overdue federal state or local taxes?

have you ever not filed a federal state or local tax return?

Should I mark yes or no?

Q1: YES  (you haven't paid off the tax debt yet, even you have agreement with IRS )

Q2: not sure if you filed tax return or not for specific year but the reality is that you own IRS the tax money.

This year, I filed on time before the end date, but I signed an agreement with IRS and paying monthly. Debt amount will be paid off in two three months, its not that much. Just want to make sure, should I file or not right now or wait until making full amount of debt. I filed a tax return every year since became permanent resident except this year.

Would you please explain your answer? Just because the OP has a tax debt - which, in this case, he seems to have an Installment Agreement for  - it does NOT necessarily mean his is not eligible to apply.  As long as he is able to provide supporting documentation that he doesn't violate the terms of his installment agreement, I don't really see the issue here. If there was debt and no installment agreement set up OR/AND inconsistent payment history - then YES  - I would probably advice the person to wait. But it's not the case here. Also, no matter when the OP applies - the fact that the OP has had tax debt will transpire anyway.
