Am I approved? F2A interview

After my interview with the American Consul, the consul said " Your papers seems fine. I may be able to approve your visa later this day, it will take 3-4 weeks processing time get a paper where you'll be registering your delivery address"

 

 

Does this mean I'm approved? And why does it take 3-4 weeks? While the others are getting theirs in a week and after the interview they went to the releasing area. I wasn't told to go to the releasing area. I had my interview earlier at US embassy manila F2A minor and oh when I checked my status on the ceac site it still says ready and not Issued why's that?

 

 

When I checked my ceac visa status it still says READY and not ISSUED

 

Is anyone had the same case as me? When did you get your visa?
