USC Divorce Status when Filing for K1

Timeline

Waiting for NOA2 on a K1 and I'm stressing out. The verbatim wording of divorce requirements for USC Petitioners is confusing because each  State has a different scheme of divorce laws that are always changing.:blink:  I'm sweating out  +180 days of waiting for NOA2 (RFE for divorce/conviction issues). I thought my divorce was the easy issue but I'm re-thinking that now. 

 

The RFE compliance date passed yesterday but I fully complied.  I  sent the 129f with copies of court  records showing  my  divorce was  granted in open court in 1997 with a letter explaining that the Court's records were destroyed by a flood in the Court's  storage facility asking for time to get another judge to sign new divorce judgment. I should have waited, but here I am.  Over the span of 20 years things like courthouse floods happen. So my new divorce is dated 2017 after my 129f was submitted. Catch the wordplay?

 

So my instant concern is that my  outstanding  RFE for the final divorce means  my 129f is pending approval upon review of my RFE compliance such that the  filing of my Petition is not yet complete.  Does that sound right?  My divorce must be final upon filing the 129f but the  filing itself is pending approval of   RFE compliance.  Sometimes writing it out helps to understand the process which is so very confusing. Filing is not a moment in time but a process subject to several requirements before complete. Does that sound right, or am I deluding myself?

After 180+ days I'm at wits end.
