please help with Pcc from Mumbai (india) for cr1 visa

Hi guys .I need an advice for pcc police clearance certificate from Mumbai city.NVC has asked me to send 2 pcc .one issued by  passport office and another from  city commissioner office before my interview is scheduled in Mumbai consulate for cr1 visa interview.

I have lived in Mumbai for 2 years while pursuing my masters studies from 2012 to 2014 .

How should I get pcc for those 2 years ?

I tried online app from Mumbai police department but couldn't fill up the form as my present address is hyderabad telangana and app doesn't allow other state apart from Maharashtra to be filled in present address .

any help will be really galvanizing from this forum .
