Is calling NVC for interview date supposed to speed up the process of getting a date?

Or did you just get lucky by getting an interview date so fast?

Also for the original poster: Like JBMG said, I also got case complete after my last scan date i 6 weeks as opposed to 11, so hopefully yours won't take the full 11 weeks either!

It took 7 days to get my interview date..

6/20/2017 CEAC status changed to "ATNVC" /AOS info gone - Confirmed CC on the phone
6/22/2017 Received CKLST COVER LETTER
6/27/2017 Received CC letter
6/28/2017 Called NVC, received Interview date - Aug 2

Also, interview date is determined by your embassy. Scheduled based on their availability.  Dates are released at the end/start, and the middle of each month. They just started releasing dates again today for September interviews.
