I130 for Parents

Timeline

Hello Visa Journey members. I am a US citizen and getting my paperwork ready to apply I-130 for my both parents. My mom and my Dad, both have not applied for a passport yet and on form I-130, there are specific questions (from # 47 - 50) that ask for information such as Passport #, Issuing Country, Expiration date etc. So I have following questions:

 

1. Should I send I-130 petition without passport information and my parents would apply for their passports meanwhile? or should I wait until they get their passports and fill in the information on I-130?

 

2. How should I mail the packages? Should I make 2 separate packages and put them in one big envelope?

They will just send it back if it is incomplete, the biggest issue is of course Healthcare, a  topic often ignored.
