Hello everyone please do help me answer my questions.  I have my fiance living in San leandro California and I'm from Philippines. He already filed k1 visa documents March 30, 2017, he already receive noa1 April 10, 2017 but until now it's already 4 months he haven't received anything yet from uscis :(.  Why is that the other petitioner that I've been read before they got their noa2 after 2 months or 3 months but ours still none. Is the process right now in k1 visa too long because of there new president? Please help me.

Exactly as above. The 3-4 month estimate is only an estimate based on other people's experiences. Every case is unique...some January filers are still waiting for a NOA2. But the slightly-longer-than-average timeframe for your case is just bad luck or something may require additional verification that's taking longer. There's no evidence it has something to do with the new administration.

I still have lots of questions, hope it will be okay to all of you. :)

Do my fiance need to follow up it from uscis so that if ever, we can send any additional requirements they needed? 

Do we need his bank account statement for the preparation of my documents here if ever?

Is that important for my fiance to send money to me so that embassy will believe that our relationship is genuine, because one my acquaintance who have foreign fiance as well told me how will the embassy believe you are in a relationship if your fiancé didn't support you, because she said that we can used it as supporting documents, because I told her that I don't accept any money to my fiancé because I'm always telling him just to saved it for our visa and our wedding.

He can call USCIS Tier 2 Officer to check on the updates.

Anything bank account related only comes during the K-1 stage where the US petitioner needs to provide the I-134 along with relevant supporting documents.

No. There's nothing wrong that he doesn't send you money. If he does, OK. Now if you were applying for a spousal visa, then yes, it would seem weird that the husband doesn't support the wife in any ways.

If USCIS requires additional information, they will send an RFE to the petitioner (via mail) with what they want and where to send the response.

At the interview, you should an I-134 from the petitioner completed + all supporting information. This will list his current income, and he should provide paystubs, a letter from his employer, and potentially the most recent year's tax return to support this. If his income is below the required amount (see https://www.uscis.gov/system/files_force/files/form/i-864p.pdf, use the 100% level for the I-134...albeit just know it's 125% for the I-864 during AOS later), then you don't need to provide any asset information or supporting documentation of it. If his income is not sufficient, then he can either use assets (if available) or find a joint sponsor.

 

USEM rarely requests the I-134, but they can still do it, so you should be ready just in case. USEM also only takes joint sponsors on a case by case basis...usually a close family member they will accept, though.

No, you don't need to exchange any kind of finances. I personally don't think sending money is proof of anything...anybody trying to scam can very easily do so as well. If you don't require your fiance's financial support, then there's no need (or good reason IMO) for them to send you money, or vice-versa. I'd even go so far as to say it looks kinda fishy if there's money being transferred without a good reason. I have (rarely) seen COs ask for this when brought up during the interview, but I just think they were checking if there's something unusual going on or to verify their statement.

 

But I digress...it's not required and I never did so for my fiancee and they had no issue and never asked about it a few weeks ago at our interview at USEM.

 

Note that during AOS, commingling of finances is something they do like to see. This isn't payments...it's things like shared bank accounts, being beneficiaries on insurances and legal documents, etc.

Thank you Geowrian.  May I ask you how long you've received your noa2, because honestly Im really loosing hope cause every one on March filers really received there noa2 but for us on August 10 it will be our 4th month. Glad that my fiancé was really positive In giving hope and I'm glad Im able to join in this forum because you can answer all my questions and because we're all in the same track.

I filed Dec. 1st, 2016 and got an RFE on March 3rd. I replied to that quickly and got a NOA2 on March 24th. At the time I filed, I-129Fs were taking about 30-40 days for a NOA2, so it ended up taking a few months longer than originally expected to get the approval. Since then, things have slowed down a little further and 4 months seems to be more common. When I was approved, there were still about 700-800 November filers who were still waiting for approval. A couple months later that was down to about 100.
