The application is sent by mail.

 

But you will need to have domicile in the US (it is kind of easy to get if you have lived in the US, you need an address which can be a relative's place, bank account with that address, voter registration for instance, etc.). 

 

You also need a financial sponsor. So either you go to the US and get a job (pays ~ 20,000 for a household of 2), or you have assets in the US (for a household of 2 they would have to be ~60,000 dollars), or you have someone be cosponsor.

Yup, you sure can. You will need to 1) have US domicile, and 2) meet the financial requirements of the I-864 or get a joint sponsor. Note that income from a source that won't continue after coming to the US won't qualify. You must also have filed your taxes for the past 3 years since USCs are taxed on worldwide income, or provide a statement explaining why you were not required to file (i.e. if you had no income).

It is feasable if you are resident here (in tunisia , and at least for 6 months i think) . The process is called DCF : Direct filling process.

 My advice is to process from US,, it may be easier and quicker especially with such embassy here..

I have filed from the States and i still live here-but realize the wait time may take up to a year, I know i will have a hard time waiting this time frame out without him. I have thought to wait this out with him in Tunis but didn't want to effect the process with my application. All papers are submitted.

I am happy u chose that way...the embassy here is crazy and annoying about time processing...I got Noa2 in 3 months and the interview is scheduled around 4 months after case is ready at the embassy...so crazy,, (K-1)

Okay the petition can be sent from the USA or abroad.  A CR1 visa is for a USC spouse living abroad. The USC does not apply for a visa.

DCF is only available in countries that have a USCIS field office; there is no USCIS field office in Tunisia so this was never an option for the OP.

Ok maybe you are right.. But I saw here in the information about the embassy that DCF is available here..But maybe it is not up to date.. Anyways,,thanks for the info ;)
