Means you will be processed without an interview. It could be a good thing. Doesn't always mean a fast approval though.

It means you'll have to fly to California for your interview

It means the CSC rather than you local office will handle your case. If everything meets their satisfaction or can be resolved with a RFE, then you willbe approved without an interview. CSC can always send it back tot he local office. Some people receive the green card rather quickly after being transfered. Others have a longer wait (often due to name check clearance).

It is usually a good thing because you would get approved without an interview, but the wait time is pretty random. Good luck!
