I obtained USA IR-5 visa. I entered USA in August 2016 and travelled back from USA on 15th October 2016. During my stay in USA, I didn't receive my green card and till now I didn't receive. Now, I want to go back to USA. Can I travel to USA without holding green card since I left USA on 15th October 2016.

No.  Your IR5 visa became a temporary green card valid for 1 year.  That year has passed.  You have spent more than 1 year outside the USA as well.  Even if you had the hard copy green card, you'd likely have issues upon entry.  You can try of course, if someone did manage to get the hard copy for you (was the immigrant fee paid?)  but likely you'll need to be petitioned again.

You need to look at acquiring a re-entry permit or a returning resident visa (SB-1) if possible.  Your facts may or may not qualify you for either but it might be an option

 A re-entry permit would have need to be obtained BEFORE leaving the USA.  However an SB-1 may be an option.  I forget about that.
