Green Card had wrong Date of Birth....USCIS is asking to submit free waiver from i-91

Green Card for my wife came with wrong Date of Birth....USCIS is asking to submit fee waiver from i-912.  How do I fill out the form since USCIS made the mistake and I don't have financial hardship?

 

USCIS admits they made the mistake so they are asking to file a form i-90 and a form i-912, the fee waiver.  When I look at the form, it only lists financial hardship as the reason for the fee waiver request.  I am not having financial hardship.  USCIS screwed up on the green card and I don't want to pay the $455, and shouldn't have to.  Thanx for your help.

Just send the I-90 without the I-912.
