Officer makes decision before visa interview?

Was he from Nigeria and did he choose the consulate himself? I thought you can't do that? And why would he do that, that does not make any sense. Never heard of 'consulate shopping' before so it's interesting :D

You can't 'just' choose a consulate. I'd assume he was living/studying in the Netherlands.

Read again what I said. "I'd assume he would be living/studying there" aka being a resident of the Netherlands in order to be able to 'choose' the Netherlands America consulate.

Thank you. Yes, I have read that. I have also read some reviews regarding the interview in Algiers where the petitioner was allowed in the building. 

I have also seen here  (on visa journey) where being present in the country (and allowing my fiance to take my passport in with him during the interview) is considered beneficial. 

Regardless of whether or not I am allowed to enter for the interview....I plan on being in Algeria  (at the very least to show support)

It's always good that you are there, even if you aren't allowed in the building. Him mentioning you, waiting outside the building, can indeed be considered beneficial and can be a good thing.

Actually, for non-immigrant visas, anyone physically present in a country can apply for an NIV, assuming there are interview appointments available.  It is highly unlikely, if they have no ties to that country other than being there as a tourist, that a visa would be approved. However, there is nothing that prevents them from applying wherever they are.  Immigrant visas, of course, are different.

USCIS does not investigate the relationship. They merely determine whether a legal or biological relationship exists on paper. The consular officer determines whether there is a legit relationship. 

do they consular officer tell you the decision right after your k-1 interview ?

don't worry you will be fine , yesterday a couple in the algerian embassy has being approved with 14 years age difference  and with only one visit in wish they spend 15 days together , (the women was older then him) the petitioner was the women from california

Yes. Never rely on USCIS to not lose something...bring copies of the entire packet sent with the I-129F + any RFEs.
