H4 to F1 COS

Hello, 

I am currently on my H4 visa which is going to expire in september 2017.

I got admission from a college and now planning to apply for COS from H4 to F1.

Can anyone  please tell me

1. Whether i can still apply for COS as there is only 4 weeks left for my current visa expiry 

2. If i apply can i attend the college before receiving the receipt from USCIS or do i have to wait until i receive receipt number?

3. How long it takes to receive the receipt from USCIS.?

4. Does USCIS accept COS as my college is going to start in last week of August or do i have to request for new i20 asking for later dates.?

 

I really appreciate your clarifications

I'm not sure what do you mean here. Are you in the US? 

 

If you are in the US you have to answer this:

Or you will have to differ for a semester if you want the F1. Changing status in the US takes a while and it is usually faster to just go to your country an apply for the visa.  But right now you don't have time to even go to your country an apply because you have basically no time left to start in the Fall.
