Filing an I-29F with a "criminal record."

Hi again,

So, I see on the new form that they not only ask if you have a criminal past related to drugs and domestic violence, which I thought were the main offenses that could get in the way of sponsoring a spouse, but they now ask if you have any sort of convicted offense apart from traffic violations? I'm worried because I, I'm sure like most people at this point, do have a misdemeanor infraction on my permanent record. This resulted in no jail time or even probation, because up until this really stupid oversight, I've never been in trouble in my life. I had to pay back what I owed plus a court fine. Five years have past since the "conviction," and it stemmed from an overpayment by the government three or four years prior to that (can't remember exactly.) I know that nobody here is a lawyer (unless, maybe there are some of you) but have any of you had experience with having a record and going through this process? I just fail to understand why these things haunt you for the rest of your life in the USA. Other countries wipe your record after so much time has passed, depending on the infraction. Sorry for the rant, I'm just....upset. What does this have to do with my marriage, and right to life here?
