My sister applied for Tourist visa back in January. Her VISA got rejected, we thought it was because her agent scheduled her interview in English and they got nervous. I reapplied for it and it was rejected again (February). She had all of my documents but in the application they showed that they are sponsoring their own trip (Herself, Husband and three children). We presume that she might have got rejected because of the funds. They showed they were making very little in Indian currency.

We are planing to apply for her Tourist VISA in December and this time i will be showing that we will be sponsoring their trip to USA. They will be showing all my documents. Do you think that will be fine or she should wait for more time. Also me and my wife are US citizen.

Any advice will be highly appreciated.

Thank you.

You paying for their trip won't make a difference.

They have to show ties to India regarding (1) Jobs they have waiting for them (though you say they don't make a lot? that could be bad), (2) property they own or lease

Having money to pay for trip matters but it is more a consequence of having a good job in your country. You paying for the trip will just make it worse.

India is a high fraud country so they are pretty tough. Though they are tough in general.

They'll probably be denied again.

IO might even be thinking they will stay in the US considered the weak ties to India. You cannot sponsor people, it won't help.

I concur that another visa application in the recent future is highly unlikely to be approved. She needs to have material changes in her circumstances before she has a chance for approval.

No they do have a strong ties and they can prove it. Like they have their own house, my brother in laws parents live in India with them and all of his family is in India

House is good.

Family in india does not matter because they could be left behind. Plus, you live in the US. Family doesn't work as a tie.

If nothing has changed between the last time they got denied, they will denied again. Basically they've been denied twice so the third time, they won't really care unless something major has changed.

It's going to be tough but don't be surprised if they are denied again. Obviously the proof they have shown so far was not sufficient.

Showing you will fund everything will not help and may be viewed as you are trying to help them immigrate to the US.

What other countries have they traveled to?

No harm trying, not an obvious case for an approval but no downside in applying.
