Renewing I797 and Foreign Passpot

Timeline

Hi friends my wife is from the Philippines and we are planning a vacation this December 2017.  We filed a I751 (remove conditions) on her green card back in June 2016.  We received a letter I797 extending her green card for 1 year. It's now August 2017 and wife's app is still pending.  Her 1797 is expired and her Philippines passport will expire December 2017.  To renew her Philippine passport , Consulate requires a "Proof that the applicant is not a US/Foreign citizen (Two [2] photocopies of any of the following: greencard, visa adjustment, notice of action, work permit".  However her Green card and I797 are expired.  I heard I can get a stamp in my wife's passport to extend her I797 from uscis.  But if I update her old passport with the stamp, and get an new passport, do I have to get the stamp again.  Can someone explain what I should do to renew unexpired foreign passport with an expired I797?  Thanks
