Does he have legal status currently ? If not, even after this 7/13 years long wait he will not be able to adjust status - will have to go back and wait out a ban or apply for waiver...

That's entry with inspection. So he entered legally. But when his priority date becomes current in 7/13 years, he will need to have legal status to AOS. He cannot overstay his I-94. What visa did he enter the US on?

No. Legal means he is authorized to stay in US. Unexpired visa more or less. If he doesn't have one (assume he doesn't), he can forget about adjusting status through a parent while being in US.

Again - no. SSN is completely meaningless, what matters is his status in the country. Unexpired I-94 if entered on non-immigrant visa. If he is working without having one, that creates another problem since he is violating law.

No new immigration law here...it's been this way for decades(?).

I think he means if the RAISE act becomes current. I haven't looked at if it would incur changes to the way adult children are defined. It cuts parents and siblings as immidiate relatives, but let's hope it doesn't pass.
