My boyfriend is a belizean citizen. He doesn't have his tourist visa yet for the states however, our plan is to move there (fingers crossed) within the next year. Anyone have any insight on what process would be the best for us in the long run?

Assuming you are a US citizen, the K1 visa is what you are looking for. Takes about 6 - 9 months. He is here faster than the spousal visa but he will be limited on a lot of things.

 

If you want you can get married in another country or in your boyfriends country then apply for the spousal visa. Takes about 12 - 18 months. Has better benefits than the K1.

 

Him having a visitor visa or not is irrelevant to the process for each of those visas. However, if he is able to get a visitor visa then he can visit you during the process.
