NOA1 August 21.

193 days no update

2012 filed i130 and apprvd. Then Divorced past Aug 8.

Filled new i129 last August.

Does anyone think that's the reason for the delay?

My fiancee called two days ago to NVC  and we obtained of NVC case number and yesterday we could see our case in NVC is in Ready status, I have a question We have to wait for NVC letter for instruccions or we have to  complete the form 160, pay fee and schedule the appointment.  I am little confusse in this part

Now that we have NOA2 should we start filling out I-134 affidavit of support? Or should I wait to fill it out until we get a case number at the NVC? I just want to make sure I can send it to my fiancé in time.

Do your I-134. You don't need the NVC for that

It's all too confusing!

They're both affidavits of support-
The consensus around here seems to be that  I-134 is for us the fiance folks and I-864 is when we do AOS (Adjustment of Status) after you get married. 

Though I did hear someone in the earlier month threads say they did the I-864 and was perfectly fine at the interview. 
I say if you meet the income requirements, do your I-134 and u should be fine

It's confusing truthfully

 I think the consensus around VJ is that you can do the DS-160 right now. But depending on the embassy, you cannot schedule the interview until they say so, as some embassies actually schedule the interview for you. Poke around your embassy website and see what people are saying

I doubt that's the reason. Since many people divorce and remarry all the time. But this is USCIS so who knows 
But you are not yet at 200 days which is a safe norm to be at, so I wouldn't worry yet! 

Just know that your fiance might have to explain that short a timeline of you being divorced and filing their application in the same month at their interview.

My fiancé got officially divorced about a month before we filed ours too.... Thats actually why we had to wait so long to file... We would have filed back in April otherwise! Im an October filer so I can't set a precedent for you but I can say you're not the only one with the divorce situation. Hope that helps some  It makes me feel a little better actually

thank you so much! My step dad is joint sponsoring us so I was going to fill out an I-134 and submit all my details (since i'm the petitioner) and I guess have my stepdad fill out a separate I-134 to joint sponsor

Yes- that sounds correct.
Ur stepdad will also fill the I-134 and I believe he will just update the information with sections applicable to him.

That ,makes me feel better.  I worry a lot about everything.  he knows he will have to probably explain and he is sooo ready.
