You have to check after you buy the ticket and see if it's included in the fare. My best guess with the ticket being bought the USA is that it will be included.

Hey there! My then-fiance bought the ticket here in the US. When he bought my plane ticket it already included the terminal fee and travel tax. All I had to do when I arrived at the airport was check in. Check the details of your ticket. It should be there, if not you'll have to do it yourself before you fly. Good luck! It was the most life-changing event for me. We just celebrated our first anniversary! :)

Terminal fee is always included now for NAIA.   There are no booths in the terminals anymore.

 

Travel tax "may" be included but that only seems to happen with Philippine airline, or if the ticket was purchased in the Philippines.

Of course it is always good to scan the list of fees to see if the travel tax was included.
