Just found this on the MX gov website. To me it looks like you needed a visa:

 

US Residents: If your United States visa stamped on your passport already expired but you have an official document proving your legal status in USA, you must apply for a Mexican visa (I-797 A Forms, Advance Parole Forms, I-20 OR DS-2019 Forms won’t be accepted to entering Mexico), unless you have a valid Visa for any of the countries listed above (Canada, Japan, United Kingdom or Schengen area).

I would think an I-551 stamp relates more to “official document proving your legal status in USA” than it does to a “visa”. The visa would be your actual US visa glued into your passport.

 

Airline was correct in my opinion.

 

 

EDIT: by ‘your’, I mean ‘your husband’ of course lol

You could always contact Mexican immigration to ask, mentioning the country your husband is from etc.

 

I doubt a US immigration attorney would be well versed in Mexico’s rules, so the Mexican authorities would be your best bet for confirmation.

I was under the impression that international traveling depends on the passport you have, so your citizenship, not your country of residence. So the rules for the country your husband is a citizen of would apply when traveling to Mexico.

Yes, since he didn’t have a valid US visa anymore, it would be based on his country of citizenship, which I believe is India based on the posters profile, which would indeed require a visa to visit Mexico.  If the actual US visa was still valid, there would be no need for a Mexican visa.

 

(Assuming that they don’t class I-551 stamp as a visa)

Not really, like on my case, I need a visa to enter canada, but since i'm LPR of US then I dont need visa to enter Canada, it's case to case basis and base on countries affiliation to the US.

Visa is only required if you have expired green card like what @CJKylie mentioned.

I just saw this at the Mexican Consulate (Houston) website:

Foreign Visitor Visa Exempt

     1. US citizens with valid passport.

     2. United States' VALID visa holders (stamped on their passport), or Permanent Resident card holders (Green Card), AND have a valid passport.

     3. Permanent residents of Canada, Japan, Great Britain or any of the countries of the Schengen Area, AND have valid passport.

     4. If your country is listed as EXCEMPT of Visitor Visa in Listing Regime by Nationality Consular AND you have a valid passport.

 

IMPORTANT:

  • All EAD cards, I-797 A Forms, Advance Parole Forms, I-20 OR DS-2019 are not accepted to enter Mexico.

I reviewed the original Spanish notice, the "stamped" translation is not specific enough... They clearly mean standard issue security sticker visas rather than wet-ink stamps.

Depends what country you’re from. Indians need a visa as the extension letter is not valid for travel to Mexico, as per the quotes above from the Mexican authorities. I’m from the UK so I wouldn’t need a visa for example.

Visa is only required if you have expired green card like what @CJKylie mentioned.

In other news, no movement for me, case is still at CSC, NMno updates
