Case sent for revocation but CEAC status is ISSUED

Hi. My fiance was taking an interview back in December 2016 and was placed on AP.  In Feb CEAC status changed to sent back to NVC, in May we've got a letter that council think an alien in not illegible for a visa, some information is inaccurate and case sent back to USCIS for a review an possible revocation. When senator contacted USCIS they said case expired and we have to reapply. I've just checked (July 31, 2017) my CEAC status and it says ISSUED!.. I am confused! Could they assign my CEAC number to someone else already? And the dates of "case created" and "Case updated" are not mine.
