I am a greencard holder. I want to petition my fiance here at las vegas nevada. What are the requirements for applying fiance visa? How long it will take to process it.

You need to be a US citizen.  Green card holders are not qualified to petition foreign fiancees via the K-1 visa.

Only us citizens can sponsor fiancee for k1 visa. So you can't do that. 

 

Green card holder can sponsor their spouse and the process takes about 2 years.

You wife will have to go back to her country and she will have to wait. You have to apply for a F2 visa for her that takes 2 years.

 

She cannot stay illegally in the US and wait because her time in the US will not be forgiven. She can get a 3 year or 10 year ban for overstaying her visa or visa waiver program. That means she will not be able to come to the US unless (1) she has served the time of the ban outside of the US, or (2) you become a US citizen.

You can marry then file an I-130 for your then-spouse. In about 18 months (assuming the I-130 is approved), an immigrant visa number will be available. At that point, if she is still legally in the US, you can file for AOS for her. Otherwise, she needs to go through consular processing abroad.
