i see why you might be confused, the title is very misleading. nypd can arrest these panhandlers, and as stated in the article - they do "The NYPD insists it’s enforcing the law, with a spokesman telling The Post that “a number of arrests and hundreds of summons issued to costume characters” have been handed out during the past year." the fact that 'most of them' are illegal has nothing to do with if they're arrested or not but rather nypd doesn't feel that they will properly register as a business because they're illegal. seems like an article meant to aggravate a particular base, typical fox. but be very afraid of the naked illegals who can't be touched by law enforcement because they're panhandling in a sanctuary city.  what a crock.
