i am not sure how the accent made it over this y , but this is an interesting debate on how  Putin  is pronounced

Not over the "y" character.  There is a double acute used over the "y" in the Chuvash language and a breve used over the "y" in Belarusian, but no single acute.  Btw, the breve y is a short U sound, so it wouldn't go well with pronouncing Putin.  The correct spelling of Putin in Cyrillic is "Путин".
