Short term health insurance

Hello community.  In the next few days, my husband (Spanish citizen) and I (US citizen) will be moving to America after living in China for 5 years.  We did DCF in China so he has his visa and that is all taken care of.  I will be enrolled in a health insurance plan that starts September 1.  I would like us to have short term health insurance for the month of August.  Is it possible to apply online for short term health insurance before reaching America?  My husband clearly doesn't have a SSN yet and only has his visa and the thick envelope to show at Port of Entry.  I guess the other possibilities would be:

1.)  My husband applies for health insurance for US visitors and I find a separate short term health insurance plan

2.)  My husband gets no insurance for the month and we just hope for the best

 

I also hear about how short term health insurance is not covered under ACA and I would have to pay a fine.  But I've also read that this only applies if short term health insurance is used for more than two months.  What a mess!

I am also trying to figure out our options. Glad to see your post pgh! We just moved here via DCF from Germany so neither of us are insured. We are freelance so we won't get health insurance through employers. I just want to get us emergency coverage ASAP while we sort out longer-term options, but I am so confused about all the regulations and what is possible or not. Thank you for any tips!!
