When my fiance (now husband) and I went through the process --- just over a year and a half ago --- he was able to get passport size photos at a local store (he had about 10 of them taken because it seems they are needed for just about everything -- the police certificate, the birth certificate in extensa, the medical exam, passport, visa, etc. 

 

If you have any questions on the process specific to the D.R., give me a shout and I can do my best to answer.
