I found this explanation :

"These are not normal work days from October 1st, but "computer work days". Meaning that if data-entry contractors work overtime on Sat/Sun (as they often do now) then such weekend date is counted as a "computer work day". On the other hand, if there is no data-entry done on a normal work day (staff trainning, computer upgrade or outage, etc.) then it wouldn't be counted as a "computer work day". This complication makes counting computer work days non-obvious and service center specific."

Sounds weird, but could explain the number.

Yeah, but still if it's above 365, it can't be work day of the fiscal year. They must have changed the receipt number format.

Just heard from fellow member who filed few weeks later than me in the next month has the same 903 in his/her receipt number. So, it must be something else.

90 means something, not sure. next 3 digits is the working day of the fiscal year when your case is received. (10/01/13 = 001)

It's not working day. (It also is not important but for curiousitys sake)

wac is 17 90 xxx xxx

90 = seems to be same every year, like this year it is wac 18 90 xxx xxx

for the last 6 digits is the number of the cases for the year. (For NVC I think it is working day, but for CSC it is just how many applications filed for I-129f, I-130 etc...) you can see the first file of the year as wac1890000001.
