I've completed the 129f form except my fiancee doesn't have a passport yet. Should I send the 129f without my fiancee passport info or should I wait?

please help....

You should send it since obtaining a passport will be a quick process. I can tell you that it takes a week in Ethiopia and I am sure it will be the same in Philippines.

Not so quick in the PI though, unfortunately. Once you have your appointment and all requirements approved for a passport, then the releasing is fairly quick. But to book an appointment? That is a different story. I remember I registered online by end of July last year, the earliest appointment I got was 2nd week of October.

Our petition took 5 months before it got approved and another less than 2 months before my medical exam. I think it'll be fine. But to be on the safe side, make sure to have her apply online for her passport and check for the earliest schedule before you send in your petition application. At least you'll be able to judge the timeline whether she'll be able to have her passport in hand before her medical exam. I applied online July last year and earlier schedule I booked was October.
