Okay, here goes.  My wife, from the Philippines has been in the US for over 4 years.  She is already as US Citizen.  She has seven siblings in the Philippines, all adults.  She would like to bring her sister (just one sibling) to the US for a visit.  Her sister is an adult over 21 years of age, has three minor children and a "live-in Partner", lets call him her boyfriend.  They are not married.  She is basically a stay-at-home mom at the moment.  Her BF is employed by his family in a successful business.  (Not sure if any or all of his income is reported)  What I am trying to say is they not dirt-poor.  We would like to have her sister come to visit us here in Hawaii to see if she would like us to petition her to come to the US. (We know that is 20-25 years off but nothing we can do to change that.)  We are thinking if she comes here she might want to come here for good...by that time all of her children would be adults.  Plus obviously my wife would love to spend some time with her sister here.  I know Philippines is notoriously difficult to get a tourist visa to the US.  Any ideas?  What documentation would her sister need to apply for the tourist visa?  Are three minor children and a live-in partner enough ties to show she will return?  We have no plans to have her stay...besides she would never desert her children and family.  I am guessing they don't have many pesos in the bank nor do they own any property that I know about.  I know it can't hurt to apply, it's only 160 bucks but anyone out there think we have any chance what-so-ever?  I know this might be a very steep uphill battle.  Any info will be greatly appreciated.   Aloha from Hawaii,  David

I think that getting a visitor visa would be impossible. She has no job and no property. Kids are not a "tie" to the country.

 

To apply for a visitor visa she has to go here, https://ceac.state.gov/genniv/, fill in the forms, pay the fee, book the appointment, etc. 

 

If the green card is 20-25 years away, she doesn't really have to see whether she likes Hawaii or not. Who knows what will happen in 20-25 years. If you want to apply for her, then you should start that immediately, even if she cannot visit.

3.) We are going to apply for her very soon but it will be a long wait for sure.  My wife would love to see her sister and I know we can go there but we just had a baby and not planning on going out of country for a few years for baby's sake.

Does her partner have a visa? I'd suggest he attend the interview - ask the embassy whether non-applicants will be permitted to enter for a visa interview. It's going to be difficult to approve a stay-at-home mom if their spouse does not attend the interview and explain how the family makes a living (unless the spouse already has a visa).

 

Agree that having children is not necessarily a strong tie. People are more than willing to leave their kids with a relative and go work in the U.S. for six months (or maybe stay forever).

Congrats on the baby! Yes, I understand, it is better if the baby is older and has all the shots before traveling.
