I already petitioned....around 40 days ago...they already received it. ALready requested an expedite...and already got denied because they're still doing security checks even though I have a secret FBI/Military clearance and even though I have my mom's police certificate.

OP, you don't intend to reside in the US any longer which makes a petition for the purposes of family reunification void.  Unless you are planning to lie / hide where you are living and your reasoning for her coming to the US, so she can get her GC.

My sister had a baby and needs my mom who also needs to be here because she's severely ill and needs access to better healthcare.

Uscis sees it as your sister could hire an American citizen to help her. Expedites are difficult to get.

I'm extremely depressed and frustrated so I just want to go home to be with my family. Once she gets her visa maybe I'll come back...I don't want to think about...I just want to know if I'll be able to do any of the biometrics stuff in Nigeria while I'm there with the intention of visiting.

No, what I want to know is...say I'm visiting abroad, and I get called for Biometrics...would I be able to handle it over there?

Why would you get called for biometrics for your parents petition?

no you need to report to the place they specify on or before they say so. some places allow walk ins.

you can message your words however you want but your intention is pretty clear. you will only be in the us long enough for your mom to immigrate over and then leave. getting a family reunification visa for that purpose is fraud since you have no intention of staying with your mother in the us. also if they can prove you committed fraud in the visa application they can revoke her residency. the fraud being you did not intend to live in the us with your mom.

I'm a citizen so I'm entitled to bringing a relative to the US....It's the law. I still don't understand what's wrong here. Maybe the OP came across wrong. I think I was trying to express frustration more than anything. I haven't yet even purchased a ticket and neither do I yet have the money for it. I wanted to know if I do choose to go home can I still continue the process. But I have my answer. I got my citizenship through the military. I'm not changing any status but basically visiting.

No, no you're not.  You have the PRIVILEGE.  It's not a right.

they are this way since so many people try to cheat the system. wouldn't it be nice if people didn't lie and cheat so much. at least things will be more fair and transparent when you return home so you don't have to worry about all the corruption and nepotism we have in the us

Good point
