I'm confused why the people in area where water is now up to the eaves/second floors were not evacuated prior to the storm.

As both the Harris County Judge and Mayor of Houston emphasized over & over, there was no telling which areas would flood or how severely, no man.  Accordingly, it made no sense to order evacuations, none man.  (The coastal cities susceptible to storm surge were another matter entirely.)  In addition, no one wanted a repeat of the disastrous Hurricane Rita evacuation, when Many,000 people were stranded on gridlocked outbound routes and more died during that event than from Rita itself, sad man.

 

Indeed, a great Many areas now flooding have never flooded before, no man.

 

But this is what happens consequent to the Earliest City Fathers' having built the place atop a swamp,  man.

 

After about an hour's respite, raining again here at the casa, how wet we are man.

Interesting.  I see that the highway underpasses are very low lying as well - they obviously weren't designed with this issue in mind.  We habitually flood, so our highways and roads are actually built up higher than the surrounding land and abutted by huge ditches that control the water.  I think they used some federal money after the '97 floods to do it.

Calgary never used to flood so their underpasses go quite low and now that the weather patterns have changed, they routinely flood and are impassable.  Like right in the city.

Some of the overpasses might have been built after the underpasses were, as ways to avoid habitually flooding areas, dry man.

Some work was done to improve drainage after recent events, efforts man.

However, probably almost anywhere would be flooding under this relentless assault, sigh man.

In addition, several dams & lakes upstream need to be released into waterways that flow toward the Gulf, exacerbation man.

Drunks who'll run out of booze and smokers who'll run out of cigarettes, DTs and irritability man.

I was watching, like the reporter attempting to talk to people in the shelter and them ignoring her, lol.

 

Mmm, that is likely that they would flood.  Every place has issues, we had days where the interstate is closed because you can't see in front of you for the blowing snow.

Some people are reluctant to evacuate. 

The day before Sandy hit here, people in Coney Island, Rockaways, long Island, etc. didn't wanna leave either. Even when they were told to. 

A couple of my guys lost their homes.

Many.  A couple of my guys lost their homes.

1.  A rescuer here said that on his first motorboat pass-by, some refused, but when he returned, they relented, change minds man,

2.  They're not used to evacuating up there, no man.

Many.  We can't imagine the insurance losses here, no man.

Some really warm-hearting stories here, seen man.

Shelters, with people being brought to them, safe havens man.

Regular citizens (chiefly rednecks) in their own boats, cheerfully rescuing out-flooded families, selfless man.

And cautious prediction of slighly less intense rain tonight than last night, waterlogged already man.

However, another 2 feet of rain possible when himmicane doubles back in a day or two, sigh man.
