Fear that she may skip out of the country... She already admitted under oath.

You can request the courts to revoke the children's passports.  She will not be able to obtain new passports without either 1. You being there in person to sign for them or 2. Having an affidavit notarized and signed by you saying you know she is getting a passport.

You need to lawyer up and she cannot obtain passports for the kids without your consent.

Good luck with everything.

I agree. She cannot get a passport without your permission. Get an attorney!

Thanks everyone for all the suggestions, currently in the process of ensuring that she doesn't leave the country with the children. I plan to modify my divorce complaint to annulment soon. My question is what is the impact of annulment on custody? Would she be granted custody if the marriage is annulled?. Would the court consider the best interest of the child when the mother has committed bigamy and refuses to abide to the court order.

Certainly something to discuss with your lawyer.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

The Courts deal with child custody through the same procedure as other couples seeking a divorce, that being said the annulment will not interfere with the child custody. The court will decide the custody considering the best interest of the child.
