Filing for step child

Timeline

I filed an i130 for my husband back in Feb, PD 2/9/17.  If I were to now put a petition in for his daughter (my step daughter) would that delay the processing my husband's i130? 

 

She is under 18 and I am a USC.

NVC Received 4/12/18

To take the DNA is would that be an additional cost and at what point would he have to take it?
