If he is the US petitioner and lives in the state of FL, he might want to contact the Florida Department of Health and/or his county clerk of court. My US fiance who lives in GA got his from the county clerk of court. I'm sure some states do things differently. He just needs to call and ask before heading to the right place to get one.

For my I-129F, K-1, AOS, EAD, AP and ROC detailed timelines, please refer to my timeline page :)

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

My sincerest gratitude to all VJers, especially the late geowrian.

He doesn't need one for the K1 visa. I don't know who told you he needed one.

Is your fiance Filipino and became a USC through naturalization?   If yes, then he will need a CENOMAR.  Otherwise NO.

You will need a CENOMAR for the interview.   Do follow the embassy instructions letter for what is required.  There is a link in my signature below for assistance

I will add it here, in case you are on a phone.

CENOMAR is a Philippine document issued by The Philippine Statistics Authority

Yes, I know about Philippines and CENOMAR. However, OP thread is titled certificate of no marriage for the US citizen. Therefore, I shared the info in advance in the event that the US citizen wants or needs to acquire one from the US itself, which would involve the relevant state department or court. Not trying to mislead the OP.

Yes.. CEertficate of NO MARriage = CENOMAR.    Not needed for U.S. born citizens, are needed for Filipinos that naturalized and petitioning.
