in the invidiual timelines it says "Based on timeline data, your I130 may be adjudicated as early as.... ". Does this estimated date refer to the approval at the service center or the actual approval of the whole petition (=visa approved by the embassy)?

but most CSC case approves less than 6 mos. from the the NOA1

I-130 petition adjudication is done by the service center. After petition approval, your spouse begins the process of applying to the Department of State for a visa. The timeline prediction refers only to petition approval, not the DOS visa process that follows. Those timelines vary greatly depending on the Country.

So your saying the USCIS approval dates are based on receipts dates not county. Only the DOS process depends on the country?
