If at any point a person with the bar ceases to be an LPR (and didn't become a US citizen either - let's say they abandoned their green card and returned to their home country) then the bar is now active again. 

 

I've found that explaining this here on VJ is like spitting in the wind. The popular myth is that "overstay is forgiven" and few people can see beyond that. 

I think most people understand that. Doesn't change the fact that overstay is forgiven?

It is forgiven if you have permeant resident status lol. If you give up your green card you clearly were not planning to stay in the US. So it is a moot point.

This is not true. According to the USCIS manual bars are only triggered for violations that occurred after the last lawful admission.
